The Financial Services Department is responsible for the control and supervision of all financial affairs of the Municipality. This includes the responsibility for the billing and collection of taxes and utility charges, as well as all other monies paid to the Municipality and the implementation and maintenance of the appropriate financial systems and safeguards to manage expenditures, payroll and benefit administration.

In addition, the Financial Services Department plays the lead role in developing and articulating the long term financial plan and other initiatives such as Community Grants and Tax Exemptions. The Department also provides a stewardship role with respect to Municipal assets, performs treasury functions, and reports on a wide array of financial matters to ensure accountability and clarity in all Municipal business.

A considerable amount of resources are invested annually in the preparation, delivery and filing of the five year financial plan, audited financial statements and statutory reports. In its capacity as the custodian of financial systems the Financial Services Department also provides internal support for all departments and financial advice and guidance to Council. The Department also participates in developing and supporting corporate initiatives such as strategic planning, human resources, risk management and information systems.

Grants-in-Aid and Community Grants

Bowen Island Municipality may make contributions to the general interest and advantage of the Bowen Community through a program of Grants. Over and above the core functions of providing municipal services, the Municipality may assist local not-for-profit organizations that propose, through projects and/or programs, to improve the well being of the Bowen Island Community as a whole. All grants are contingent upon provision being included in the Bowen Island Municipality's annual operating budget.

There are two streams Grants funding established (please refer to the policies for more detailed information):

  1. Grants-in-Aid Policy
    • Typically for amount up to $2,000
    • Two cycles have been established:
      • Spring - Deadline for receipt of application is March 31st each year, Council to consider applications by May 31st
      • Fall Cycle - Deadline for receipt of application is August 31st each year
  2. Community Grants
    • Typically for amounts over $2,000
    • The due date for 2010 Community Grant Applications is October 31, 2009.
